Dato' Nor Azmi Bin Karim
Dato' Nor Azmi Bin Karim is a highly respected governance, integrity, and anti-corruption professional with more than three decades of distinguished experience spanning the public sector, Government-Linked Companies (GLCs), and strategic national institutions in Malaysia.
He began his career with the Anti-Corruption Agency (ACA) in 1992 before playing a pivotal role in the institutional transformation of the ACA into the Malaysian Anti-Corruption Commission (MACC) through his involvement in the development and implementation of the MACC Act 2009 and related governance reforms.
Throughout his extensive career with MACC, Dato' Nor Azmi held several senior leadership positions including Director of the Policy, Planning and Research Division, Director of the Records Management & Information Technology Division, Director of the Public Sector Governance Division, and subsequently Director of the Agency Integrity Management Division at MACC Headquarters until his retirement in 2024.
His expertise covers integrity governance, anti-corruption frameworks, strategic policy development, organizational transformation, digital governance systems, compliance management, and public sector reform initiatives.
Beyond his public service experience, Dato' Nor Azmi also possesses substantial leadership and advisory exposure within the corporate and GLC environment. He was seconded as Advisor to Malaysian Resources Corporation Berhad (MRCB), one of Malaysia's leading infrastructure and property development companies, and later appointed as Company Director of MRCB George Kent Sdn Bhd for the LRT3 Project. His role involved providing strategic governance, integrity advisory, and oversight support for one of Malaysia's major national infrastructure developments.
In addition, he served as Head of Integrity Unit at the Ministry of Economic Affairs and later at Johor Corporation (JCorp), where he led integrity governance enhancement, organizational compliance initiatives, and anti-corruption strengthening programs within both governmental and corporate environments.
At the international level, Dato' Nor Azmi was appointed as a Governmental Expert under the United Nations Convention against Corruption (UNCAC), participating in evaluation and review exercises involving Iraq, Palau, Turkey, and Palestine. He also served as one of Malaysia's focal points during the UNCAC review process on Malaysia in 2013.
Among his key achievements include leading the transformation of MACC's records and information management ecosystem through the development of strategic digital platforms such as the Corruption Reporting Information System (CRIS), Complaint Management System (CMS), MACC Digital Archive (MACCDrive), MACC Digital and Online Operation Record (MACC DOOR), and the official e-Diary system.
Dato' Nor Azmi was also involved in the establishment proposal for the National Centre for Governance, Integrity and Anti-Corruption (GIACC) under the Prime Minister's Department and was appointed as a member of the National Anti-Corruption Plan (NACP) Advisory Council in 2018. In 2021, he further contributed as an ex-officio member of the Special Select Committee on Governance, Integrity and Anti-Corruption under the Senate Council.
He holds a Bachelor's Degree (Honours) in Public Administration and Political Science from West Texas A&M University, Texas, United States of America.
Farizal Muzaffar Hafiz Abdul Wahab
Farizal Muzaffar Hafiz Abdul Wahab is a Certified Integrity Officer (CeIO) and seasoned integrity, governance, and anti-corruption professional with over 20 years of experience across government agencies, GLCs, and corporate institutions in Malaysia.
He possesses extensive expertise in whistleblower protection, governance advisory, integrity transformation, anti-corruption strategies, policy development, and complex investigations. Throughout his career, he has held strategic leadership roles at Lembaga Tabung Angkatan Tentera (LTAT), PETRONAS, Malaysian Anti-Corruption Commission (MACC), Malaysian Resources Corporation Berhad (MRCB), Setia Utama LRT3 Sdn Bhd, and Enforcement Agency Integrity Commission (EAIC).
Farizal has successfully led the development and implementation of whistleblowing frameworks, integrity management systems, Anti-Bribery Management Systems (ABMS ISO 37001), corruption risk management initiatives, and organizational governance programmes that strengthened transparency, accountability, and ethical culture.
Recognised as a Subject Matter Expert in whistleblower protection, he contributed to the amendment of the Whistleblower Protection Act 2010 (Act 711) under the Prime Minister's Department and represented Malaysia at international platforms including APEC and UNODC engagements on anti-corruption and governance practices.
His advisory and policy development experience extends across various ministries, GLCs, statutory bodies, and corporations including LTAT, JCorp, Bank Rakyat, LHDN, JPJ, KDN, KKM, MINDEF, DBKL, and MRCB.
Farizal is also actively involved in professional development and industry engagement as the Chairman of the Competency Enhancement Bureau of the Association of Certified Integrity Officers (ACEIO), and regularly serves as a speaker, trainer, and advisor on integrity, governance, and anti-corruption matters.
Budi Hermawan bin Saka
Budi Hermawan bin Saka is a senior IT professional with over 20 years of experience spanning government and private sectors, with the past decade devoted to building and safeguarding mission-critical digital infrastructure at the Malaysia Anti-Corruption Commission (MACC). As Senior Assistant Director and System Project Manager, Budi has been responsible for technology systems that underpin national integrity efforts — platforms handling whistleblower data, complaints management, and active anti-corruption investigations.
Budi brings a rare combination of technical expertise and executive capability. He has served on MACC's ICT Project Steering and Technical Committees, contributing to national-level digital strategy and presenting technology solutions to senior government leadership. His work sits at the intersection of IT architecture, information security governance, and mission-driven public service.
Among his most significant contributions at MACC is the development of IMaCS, the agency's internal complaints reporting system, engineered with end-to-end encryption and data anonymisation to protect informant identities at the national level — an achievement recognised with the Anugerah Khas Ketua Pesuruhjaya in 2026. He also directed the development and launch of the Sistem Pengurusan Aduan BCP, a centralised complaints management platform that integrates a local AI engine for automated text analysis and administrative processing. His other notable systems include Sistem Pelaporan Jawatankuasa Tatakelola Peringkat Nasional (eSPJ), a real-time executive dashboard delivering live national governance statistics for ministerial meetings, and BookMe, a comprehensive meeting room management platform covering room bookings, attendance tracking, minutes documentation, and meeting photos — which earned a Special Award (Anugerah Khas) at Hari Inovasi SPRM 2025.
Beyond systems development, Budi has maintained MACC's enterprise IT infrastructure — including virtualisation, disaster recovery, and database integrity — at continuous high availability for over a decade, and played a central role in the agency's ISO 27001 (ISMS) certification and ongoing compliance governance. He has also provided technical forensic support in high-stakes investigations, handling sensitive digital evidence under strict chain-of-custody protocols.
Prior to MACC, Budi served as Senior IT Executive at TSH-Wilmar Sdn Bhd, where he managed distributed IT networks across remote mills, plantations, and refineries in Sabah and served as IT Advisor to the region's Executive Director. He also administered SCADA and IT systems for water treatment plant operations at Timatch Water Sdn Bhd in Sandakan and Tawau, and began his career as System Programmer at Intranet Profile Sdn Bhd, delivering large-scale ICT projects for clients in telecommunications and national broadcast media.
Budi holds a Bachelor of Information Technology (Hons) in Information Management & Systems from UNITAR. He currently serves as an Industrial Advisor for the Bachelor in Cybersecurity programme at Universiti Malaysia Sabah (UMS) and is a regular guest speaker on cybersecurity and digital transformation at institutions including UKM, UMS, and secondary schools across Malaysia. He also completed training in Open Source Intelligence in Criminal Investigations, conducted by the United Nations Office on Drugs and Crime (UNODC) in Bangkok, Thailand, in 2019.
